Block findings require a named approver
Block-severity findings cannot be cleared without an explicit sign-off from the assigned reviewer. The approver's name, timestamp, and decision are captured in the packet. If the notice is ever challenged, the record shows who reviewed it and when — not just that it was reviewed.
Assign reviews by analyst, not by inbox
Each notice or template review can be routed to the analyst best positioned to evaluate it. A jurisdiction specialist gets the California notices; a program specialist gets the LIHTC drafts. The queue doesn't mix them.

When a reviewer overrides a finding, the override is recorded with a required note. The exportable audit trail includes every review, sign-off, and override — timestamped and attributable — so the compliance team can reconstruct any decision for legal defense.
